XLIII. The lay power has the authority of rescinding, of

declaring null, and of voiding solemn conventions (commonly called Concordats) j concerning the exercise of rights appertaining to ecclesiastical immunity, which have been entered into with the Apostolic See, — without this See's consent, and even against its protest.
